Are there special pathways to PR for temporary workers already in Canada?

Yes. IRCC has created dedicated pathways to convert temporary resident status to permanent residence for workers and international graduates already in Canada. The Canadian Experience Class within Express Entry is the primary federal route for skilled temporary workers. Many Provincial Nominee Program streams, including some OINP streams, also target temporary workers already in the province.

In past years, IRCC has also run temporary TR-to-PR pathway programs during specific periods to address backlogs and support workers in essential sectors. These special programs have been time-limited and program-specific — they open and close at IRCC's discretion. If you heard about such a program, verify with IRCC whether it is still accepting applications, as they typically have firm intake caps.

Having established Canadian work experience, Canadian language test results, and a clear employment history in Canada often makes these in-Canada pathways more straightforward than starting from scratch abroad.
