What language requirements apply to Provincial Nominee Programs?

Language requirements in PNP streams are set by each province independently, which means they vary. Most streams specify a minimum Canadian Language Benchmark (CLB) level — a standardized scale used across Canada to measure English or French ability. The required CLB level depends on the occupation and stream; skilled trades and lower-skilled occupations may accept lower minimums than professional or managerial roles.

Accepted tests for English include IELTS General Training and CELPIP-General. For French, TEF Canada and TCF Canada are the main options. Each test has its own score-to-CLB conversion table published by IRCC.

At the federal stage, IRCC also has its own language requirements for the permanent residence application, which must be independently satisfied — a provincial stream's minimum does not automatically satisfy the federal requirement. This means some applicants must score above the provincial minimum in order to also meet the federal threshold for their chosen federal program (Express Entry CRS scoring rewards higher language scores).

Language test results are valid for two years from the date of the test, and you should aim to have a valid result before submitting any application.
