Can I get a PGWP if I did part of my studies online from outside Canada?

TSL Written by the Treadstone Law team· Updated June 2026

PGWP eligibility for students who studied partially or entirely online from outside Canada became a complex issue during and after the pandemic period when IRCC introduced temporary accommodations. Those accommodations have not been permanent, and the general rule is that programs completed entirely outside Canada are not eligible for the PGWP.

If you studied part of your program online from abroad and part in Canada, whether the outside-Canada portion counts toward PGWP eligibility depends on when you studied and what temporary measures IRCC had in place at that time. The rules are time-specific and have changed.

If your program included distance learning segments outside Canada, do not assume you are either eligible or ineligible — confirm with IRCC's current guidance or an immigration lawyer who can assess your specific circumstances. Making this check before you apply avoids a refusal that could limit your options.

Key takeaways

  • Programs completed entirely outside Canada are generally not PGWP-eligible
  • Partial online study outside Canada may count depending on when and under what policy
  • IRCC's temporary pandemic accommodations were time-limited — confirm current rules
  • Get a legal assessment of your eligibility before applying if any study was done outside Canada
