Can I apply to OINP's international student streams if I am working outside Ontario?

OINP's graduate streams are designed for people with a strong connection to Ontario — primarily through having studied at an Ontario institution. Working outside Ontario after graduation may affect your eligibility, depending on the stream and how long you have been outside the province.

For the former Masters Graduate and Doctoral Graduate streams — closed to new applications since May 30, 2026 and now folded into the Ontario Workforce Priority stream — OINP typically required that you be working in a NOC-eligible occupation in Canada after graduation, and some stream rules specify that the work must be in Ontario or that you have not exceeded a certain amount of work experience since graduating (with higher experience routing you to a different stream). If you graduated from an Ontario university but then moved to work in another province or abroad, check whether OINP's current stream rules still consider you eligible.

For the former Foreign Worker (EJO) stream, which closed to new applications on May 30, 2026, you typically needed to be currently employed in Ontario in the role you were nominated for. Job-offer-based nominations now run through the Ontario Workforce Priority stream, where the Ontario job offer and Ontario employment remain central.

The situation can be nuanced. If you have a qualifying Ontario degree, meet language requirements, and have an active Express Entry profile, you may still find a route through the current Ontario Workforce Priority stream even if not currently working in Ontario — though its own criteria have not been fully published. However, if you have been working abroad for an extended period, your Ontario connection may have weakened from OINP's perspective.
