Is there an OINP stream for French-speaking skilled workers?

Yes. OINP has a French-Speaking Skilled Worker stream, which is an Express Entry-linked stream designed to attract skilled workers who speak French. This aligns with the federal government's goal of increasing Francophone immigration outside Quebec.

To qualify, you must have an active Express Entry profile under the Federal Skilled Worker Program or Canadian Experience Class. You must demonstrate strong French-language proficiency (NCLC 7 or higher in all four abilities using TEF Canada or TCF Canada) and at minimum CLB 6 in English. The stream also requires one year of continuous skilled work experience in an eligible NOC occupation within the past two years (or a qualifying job offer in Ontario).

This stream does not require a job offer if you meet the work experience criteria, though having one may strengthen the application. Draws are held periodically by OINP, and the frequency and minimum CRS thresholds vary.

For French-speaking candidates, the combined French-bilingual advantage can be significant: federal Express Entry draws also run targeted rounds for French-speaking candidates where CRS minimums have historically been lower than general draws. An OINP nomination in addition to the federal French advantage can be a powerful combination.
