Can I apply for permanent residence while I am in Canada on a study permit?

Holding a study permit in Canada does not bar you from applying for permanent residence, and in fact studying in Canada is one of the recognized pathways toward PR. Canadian work experience and Canadian education are both factors considered in federal permanent residence programs like Express Entry's Canadian Experience Class and various Provincial Nominee Programs.

However, as a current student, you likely do not yet meet the minimum eligibility requirements for most PR streams — you typically need completed Canadian work experience in an eligible occupation (usually at least one year), which comes after graduation when you hold a PGWP. Education in Canada can increase your Comprehensive Ranking System (CRS) score in Express Entry, but it does not alone qualify you for an invitation to apply.
