Yes, permanent residents of Canada are eligible to claim the Ontario first-time home buyer land transfer tax rebate, provided they meet all other eligibility requirements. The rebate is available to Canadian citizens and permanent residents alike — you do not need to be a citizen.

Individuals on temporary visas — such as work permits, study permits, or visitor visas — generally do not qualify for the rebate because they are not yet permanent residents. If your permanent resident status is in process at the time of closing but has not yet been granted, you would not qualify until the status is confirmed.

The other requirements still apply equally to permanent residents: you must be at least 18, must never have owned a home anywhere in the world, and must intend to occupy the home as your principal residence.
